Rossi had been assassinated in the Palazzo in 1848. He was the prime minister of the papal government of Pope Pius IX, and was hated by republicans because of his political ability. His assassination led to the proclamation of the Roman Republic of 1849, and to the end of any hope that a papal government in Rome could function in the modern world.
